        Measurements of local air pollution are a legal requirement in Oslo. This applies to both general measurements of air pollution in towns and with stricter requirements due to exceeding assessment thresholds for local air quality. The pollution regulations (cf. the Pollution Act) define under which limits the local air quality measurements must be made. The pollution regulations follow the superior EU directives on local air pollution (EU Directives 2008/50 and 2004/107).

        BYM is responsible for working for better air quality. The agency is the delegated pollution authority in Oslo Municipality. In addition BYM is responsible for the municipal road network in Oslo. The agency carries out measurements of the air quality as defined in the pollution regulations, chapter 7 on local air quality. BYM also has environmental monitoring assignments that are connected to environmental health protection.

        Measurements of local air pollution are a legal requirement in Oslo. This applies to both general measurements of air pollution in towns and with stricter requirements due to exceeding assessment thresholds for local air quality. The pollution regulations (cf. the Pollution Act) define under which limits the local air quality measurements must be made. The pollution regulations follow the superior EU directives on local air pollution (EU Directives 2008/50 and 2004/107).

        Oslo Municipality, c/o BYM, owns ten measuring stations for local air quality. Since 2022, BYM has also taken over the operation of the Norwegian Public Roads Administration"s six measuring stations that are located in Oslo. This framework agreement will ensure that the official measurements of air pollution in Oslo and associated data meets the quality requirements in the pollution regulations. The framework agreement will be non-exclusive.

        BYM will first procure three instruments:

        • One SO2-monitor

        • One NOx-monitor

        • One PM-monitor

        See the requirements specification for further details on the instruments. The contracting authority would like these instruments to be operative as soon as possible. BYM requests that tenderers state the delivery date for these three instruments together with the tender.

        Further needs will partly depend on the lifetime of the existing instruments and any new requirements that can arise in the contract period. The need for new instruments can be between NOK 500,000 and NOK 1,000,000 a year. Depending on the budget limits, the numbers can be higher or lower than this, but the estimated total need for the procurement of air measuring apparatuses can be up to NOK 6 million over a four-year period, given the expected future price growth and allowances for unforeseen events.

        Repairs, service, any adjustments, etc., in the guarantee period must be free of charge. Regular operation of measuring equipment that is owned by the contracting authority will be done by another supplier. See Annex 3 – Requirements Specification for further information.

        This procurement was published in autumn 2022, but had to be cancelled as the received tenders did not meet the social qualification requirements, cf. the tender documentation, point 3.
