Co-purchasing contract for catering (reserved contract)
Reference number: 23/13The contract is for catering, including hot and cold food, as well as cakes and bakery products for the municipality"s entities. The contract is non-exclusive for both the contracting authority and the tenderer.
The procurement will be restricted to entities or programmes that have a primary objective of integrating disabled or disadvantaged persons into the working life. This only applies when at least 30% of the employees, or alternatively those who provide the main service, have a disability or are disadvantaged, cf. the Public Procurement Regulations § 8-8. This also applies for sub-providers, if any.

This also applies for sub-providers, if any.
The contracting authority has an option to extend the contract for a further 1+1 year on the same terms.
Requirement: Tenderers must be a legally established company.
Documentation Requirements: Norwegian companies: Company Registration Certificate. Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Requirement: Minimum 30% of the employees, or those who provide the main service, must have a disability or are disadvantaged and that the organisations or programmes have a primary objective of integrating disabled or disadvantaged persons into the working life. Cf. the Public Procurement Regulations § 8-8.
This also applies for sub-providers, if any.
Documentation requirement: Presentation of documentation verifying that the entity or programme has an incorporated primary objective of integrating disabled or disadvantaged persons into the working life (only for the provider of the main service). The documentation should include a company registration certificate, a signed and dated co-operation agreement with NAV, where the duration is given. A self-declaration must also be enclosed, verifying that at least 30% of the employees are disabled or disadvantaged persons in the working life.
Requirement: A quality assurance system must be established which ensures that the tenderer is suitable to fulfil the contractual obligations for environmental regulations (see the contract point 6.4). This means that the tenderer must have methods for working actively and systematically on reducing negative environmental impact from the activities related to the implementation of this contract.
Documentation Requirement: A description of the tenderer"s environmental management measures. If a tenderer has certificates from independent bodies that can substantiate an established environmental management system, certificates thereof can be presented as documentation. The contracting authority here refers to the EU scheme EMAS (Eco-Management and Audit Scheme), other acknowledged environmental management systems stated in the decree (EF) no. 1221/2009 article 45, such as the Eco-Lighthouse Scheme or equivalent, and other environmental management standards that are based on relevant European or international standards from accredited bodies, e.g., ISO 14001 or equivalent.
