Voluntary ex-ante transparency notice - Subscription system for technical publications and standards for the Norwegian Defence Materiel Agency
In connection with its role as a technical authority in the defence sector, the Norwegian Defence Material Agency, Air Capabilities Division, needs access to various updated standards and publications. Supplier Allium UK Holding Limited (formerly Allium UK Holding Limited) IHS Markit) has documented exclusive distribution rights for some of the standards, such as AIA and JAA standards. These are standards that the DMA/ACD relies on in its role as the technical authority in the defence sector in the field of aeronautical equipment. The DMA therefore intends to procure subscription services from Allium UK Holding Limited for a 4-year period for approximately NOK 31 million.

The supplier currently provides access to the updated standards and publications via a portal solution on the internet. An offer has been received to continue this service for another 4-year period. It will then be practical to handle this matter as an amendment to the existing contract. Procedure: § 21-5 of the Public Procurement Regulations, cf. 13-4 b) 3.
