Winter maintenance of municipal roads and spaces in Skjåk municipality 2023-2028
Reference number: 23/546The aim of the procurement is to cover the need for winter operations on municipal roads and spaces in Skjåk municipality during the period from 15 October 2023 until and including 15 March 2028.
The municipal roads and spaces are divided into three areas. The work mainly consists of emergency response, ploughing, possible grating, clearing of snow and ice, gritting and placement of plough markers, as well as various minor assignments. There is also a need for binding dust and street sweeping.
The contracting authority will also have an option to carry out invoicing work, to a limited extent.
A total of up to five contracts will be signed
Nordberg area
Lot No: 1Skjåk, Norway
The aim of the procurement is to cover the need for winter operations on municipal roads and spaces in Skjåk municipality during the period from 15 October 2023 until and including 15 March 2028.
The municipal roads and spaces are divided into three areas. The work mainly consists of emergency response, ploughing, possible grating, clearing of snow and ice, gritting and placement of plough markers, as well as various minor assignments. There is also a need for binding dust and street sweeping.
The contracting authority will also have an option to carry out invoicing work, to a limited extent.
The municipality has adopted a new Master Plan for municipal roads, where winter standards are defined.
In the follow-up work on the Master Plan for municipal roads, reclassification of municipal roads on all routes in Skjåk municipality will be considered, and this will be presented for political consideration in autumn - winter 2023-24. The contracting authority therefore recognises that there may be significant changes, particularly in area 1, which will be significantly smaller in scope.
If a political decision is made to reclassify the roads such that the scope of area 1 is reduced by 1.8 kilometres of road or more, the contracting authority will not exercise the option for area 1 after one year. In this case, the contracting authority invokes the right to transfer the remaining roads and spaces of area 1 to area 2. The price of additional ploughing/gritting in the added area will be calculated based on the m2 price offered for area 2 per completed ploughing/gritting. Tenderers for area 1 must commit to undertake this transfer.

This lot concerns the Nordberg area.
Lot 1 will have a duration of one year, with an option for an extension for 3 + 1 year, for a total of less than 5 years.
Commencement is from the autumn season 2023, and the contract can be extended until and including the spring season 2028.
The contracting authority will also have an option to carry out invoicing work, to a limited extent.
Bismo area

Implementation ability requirements - vehicles and equipment
Tenderers must have at their disposal sufficient vehicles and equipment to fulfil the contractual obligations for the lot(s) tendered. The equipment and machinery must be suitable for the intended use.
Tenderers submitting tenders for lots 4 and 5 must have sufficient vehicle/equipment capacity to fulfil the assignments for all three areas by the set deadlines.

Tenderers do not have to have all of the equipment at their disposal as of the date of tender submission, but must include a plan showing how the necessary equipment to handle the tendered lots will be obtained such that the equipment is ready for the start of the season or the period during which the service is to be provided.

If equipment from a subcontractor will be used, a declaration of commitment must be attached showing that the tenderer has the equipment at their disposal.
The contract will include a requirement on wage and work terms, documentation and sanctions in accordance with the regulations on wage and work terms from 8 February 2008 no. 112. Also refer to Part II.
