         Binnen het Nederlands Forensisch Instituut afdelingen Verdovende Middelen (VM) en Toxicologie (TOX) is behoefte ontstaan aan het vervangen van twee Liquid Chromatography High Resolution Mass Spectrometry (LC-HRMS) systemen. Deze systemen spelen een cruciale rol in de productie van de afdelingen. De afdelingen VM en TOX hebben identieke LC-HRMS setups van het type LC-Time of Flight (LC-ToF, Agilent). Het is van belang dat het weer identieke systemen worden, in verband met uitwisselbaarheid van methodes, gebruik van referentie bibliotheken en kennis & kunde van de gebruikers. De huidige systemen vallen niet meer onder gegarandeerd onderhoud van de leverancier en zijn ver over hun economische levensduur heen.

         De omvang van de opdracht bestaat uit levering- en onderhoud van minimaal twee tot mogelijk vijf Liquid Chromatography High Resolution Mass Spectrometry (LC-HRMS) systemen.

         Het doel van deze Europese aanbesteding is het sluiten van een Raamovereenkomst voor een periode van vier jaar tussen het Nederlands Forensisch Instituut en één Opdrachtnemer voor levering en onderhoud van LC-HRMS systemen volgens de beschrijving in de aanbestedingsstukken.

         Als uitvloeisel van het Uitvoeringsprogramma Compacte Rijksdienst is het RIVM eind 2012 aangewezen als een inkoopuitvoeringscentrum (IUC) van de Rijksoverheid. Een van de taken van het IUC-RIVM vormt de uitvoering van de Rijksinkoopcategorie Laboratorium. Doelstellingen van categoriemanagement zijn o.a. kennisbundeling en inkoopsamenwerking per productgroep. Deelnemers van deze inkoopsamenwerking zijn Nederlandse Voedsel en Warenautoriteit (NVWA), Nederlands Forensisch Instituut (NFI), Belastingdienst/Douanelaboratorium, Rijksdienst voor het Cultureel Erfgoed (RCE), Rijksinstituut voor Volksgezondheid en Milieu (RIVM), Rijkswaterstaat / Waterdienst, Defensie (diverse laboratoria).
