         Het project Lombokplein wordt aanbesteed middels een twee-fase aanpak, bestaande uit de Bouwteamfase en Realisatiefase. In de Ontwerpteamfase ligt er een ontwerp- en werkvoorbereiding opgave welke verder uitgewerkt dient te worden ter voorbereiding op de Realisatiefase.

         De herinrichting betreft o.a. het doortrekken en herstellen van de Leidse Rijn. Het water wordt teruggebracht, het fietspad hierlangs wordt rechtgetrokken en langs de route komt bebouwing. Daarnaast de herinrichting van het huidige Westplein. Hier is de opgave vooral het herstellen van het stedelijk weefsel, de verkeersbundel wordt getransformeerd naar een stadsstraat. Een prettige, goed oversteekbare straat van 2x1 rijstrook met een snelheidsregime van 30 km/u, die daarnaast ook de bereikbaarheid van de binnenstad borgt. Onderdeel van dit plan is ook de herinrichting van de Graadt van Roggenweg. Ook deze dient omgebouwd te worden tot stadsstraat die beter oversteekbaar is en meer verblijfskwaliteit heeft.

         De gemeente Utrecht organiseert deze aanbesteding om de Civiele Aannemer te contracteren voor het project Lombokplein ten behoeve van de herinrichting openbare ruimte. De gemeente heeft gekozen het project Lombokplein aan te besteden middels een twee-fase aanpak, bestaande uit de bouwteamfase en realisatiefase. In de bouwteamfase ligt er een gezamenlijke opgave met name op het gebied voor het verder uitwerken van het ontwerp en het uitwerken van de fasering ter voorbereiding op de start realisatiefase. Het project typeert zich als uitdagend op het gebied van techniek, omgeving en politieke sensitiviteit. De gemeente heeft het eindbeeld van het project scherp, alleen weet het niet goed hoe dit eindbeeld te realiseren. De gemeente tracht de kennis en kunde van de markt voor het uitwerken van de Bouwteamfase maximaal in te zetten binnen de vooraf meegegeven contractuele kaders.
