- absence of competition for technical reasons
Explanation:
De provincies zijn voornemens de opdracht onderhands te gunnen op basis van de volgende overwegingen:
- In de marktconsultatie is gebleken dat DRIS-leveranciers binnen de gestelde kaders, zonder bekendmaking van specificaties van de leverancier van de huidige displays geen geschikte inschrijving kunnen doen;
- Daarmee mededinging om technische redenen ontbreekt;
- De technische eigenschappen van de huidige displays niet verenigbaar zijn met de technische eigenschappen van een andere leverancier en zich bij het onderhoud van de huidige displays door een andere leverancier onevenredige technische moeilijkheden voor zullen doen;
- De huidige displays een langere levensduur hebben dan bij de aanbesteding van de oorspronkelijke displays was voorzien en vervanging van de huidige displays kapitaalvernietiging zou zijn en zou leiden tot onevenredig hoge kosten voor de aanbestedende dienst, welke kosten niet te verantwoorden zijn (belastinggeld).
