         De opdracht bestaat uit de volledige uitvoering van de U-pas, voor de gemeente Utrecht en regiogemeenten. Waaronder de onderstaande onderdelen vallen: 

         Aanvraagadministratie geïnfiltreerd in de U-pas website met beheer van U-pas gegevens  

         Het verstrekken en verzenden van de fysieke passen aan inwoners  

         Financiële afhandeling met transactiedatabase inclusief uitbetaling aan aanbieders en audits  

         Acquisitie en relatiebeheer aanbieders  

         Beheer, ontwikkeling en hosting U-pas website inclusief app voor pashouders  

         Communicatie naar inwoners en partners, digitaal en fysiek d.m.v. u-pas balie. Klanttevredenheidsonderzoek en klachtenafhandeling  

         Dit met als doel om inwoners met een laag inkomen te ondersteunen bij het participeren in de maatschappij. Dit wordt mogelijk gemaakt doordat inwoners met een U-pas kunnen meedoen aan sportieve en culturele activiteiten, maar ook met korting naar o.a. musea, bioscopen en toeristische attracties kunnen gaan.

         De omvang van de opdracht wordt bepaald door het aantal U-passen in omloop bij de regio-gemeenten en een maximale opdrachtwaarde van €800.000 per jaar voor de gemeente Utrecht.

         Voor de U-passen voor de regiogemeenten mag de Opdrachtnemer aan deze regiogemeenten een bedrag van €1,50 per maand in rekening brengen. Bij het opstellen van de aanbestedingsdocumenten waren er bij de regiogemeenten 8.820 passen in omloop. Dit bedraagt een opdrachtwaarde van €158.760 per jaar en €952.560 over de gehele looptijd (maximaal 6 jaar) van de overeenkomst.

         Voor de gemeente Utrecht bedraagt de opdrachtwaarde maximaal €800.000 per jaar. Dit betreffen de uitvoeringskosten. Over de gehele looptijd (maximaal 6 jaar) van de overeenkomst bedraagt de opdrachtwaarde € 4,8 miljoen.

         Dit brengt de opdrachtwaarde op €5.752.600. De opdracht bevat een onzekerheid in de uitnutting van het aantal U-passen. Ten einde de groei van het aantal U-passen mogelijk te maken wordt opdrachtwaarde verhoogt met 50%. Dit brengt de totale opdrachtwaarde op €8.628.900.

         U kunt aan deze waarden geen rechten aan ontlenen.
