Al sinds 1956 is de Afdeling Techniek in zijn huidige werkplaats in Leusden, gehuisvest. In eerste instantie alleen voor de revisie van de toenmalige tank, de

Centurion. Vandaag de dag voert de Afdeling Techniek het Depot Level Maintenance

(DLM) aan alle grondgebonden wapensystemen van Defensie uit. Naast het periodiek en groot onderhoud van deze grondgebonden systemen voert de afdeling ook modificaties, beproevingen en projecten uit ter verbetering van de inzet van de

Landmacht.

Vanwege bezuinigingen bij Defensie zijn grote investeringen om het complex in

Leusden te onderhouden, de laatste decennia, uitgebleven. Als gevolg daarvan is er een niet meer te herstellen onderhoudsachterstand ontstaan. Het Rijksvastgoedbedrijf is daarom verzocht te zorgen voor nieuwe en toekomstbestendige huisvesting voor de Afdeling Techniek in de vorm van een Technology Center Land (nader te noemen TCL).
