Het ministerie van Defensie heeft behoefte aan onderwijskundige en opleidingskundige diensten, onder andere vanwege een toegenomen behoefte aan onderwijs en trainingen binnen Defensie, en een ruimere beschikbaarheid van budgetten voor onderwijs en training binnen Defensie.

De Rijksacademie voor Financiën, Economie en Bedrijfsvoering (hierna: Rafeb) is als zelfstandig opererend onderdeel binnen het ministerie van Financiën gespecialiseerd in onderwijs en training voor de medewerkers van de Rijksoverheid. De Rafeb maakt een groei door met uitbreiding van het aanbod naar het gehele Rijksoverheid en nieuwe doelgroepen zoals bijvoorbeeld het onderwijs voor en de begeleiding van de Rijks(inkoop)trainees. Daarom heeft de Rafeb een behoefte aan gespecialiseerde diensten op het vlak van onderwijs- en opleidingskunde, didactiek en digitaal leren.
