      De provincie meent om de volgende redenen van de wettelijke termijn van maximaal 48 maanden af te kunnen wijken:

      - De provincie wil met de Opdrachtnemers een partnerschap aangaan. Dit vergt een langere periode om elkaar, elkaars organisatie en de wederzijdse ontwikkelingen te leren kennen.

      - Op het moment van publiceren is een aantal ontwikkelingen gaande waarvan nu nog niet helder is welke invloed die hebben op de beschikbare budgetten, waar accenten komen te liggen en waar mogelijk anders geprioriteerd gaat worden. Aangezien besluitvorming op diverse thema’s lang kan duren en deze ook impact kan hebben op de inkoopportefeuille en de benodigde capaciteit van inkoopadviseurs (zowel kwantitatief als kwalitatief) is een langere samenwerkingsrelatie noodzakelijk.

      - Diverse programma’s binnen de provinciale organisatie lopen vaak langer dan 4 jaar. Aangezien er op moment van publiceren nog geen Coalitieakkoord is, is nog niet helder welke programma’s er nog komen en in hoeverre die van invloed zijn op de inkoopcapaciteit zou een overeenkomst met een kortere duur de continuïteit van de samenwerking schaden.

      - Naar 2030 toe zijn er veel duurzaamheidsdoelen te behalen (zie ook par. 2.9). Samen met de partners binnen de Raamovereenkomst kunnen we op langere termijn hierin grote(re) stappen zetten.
