         Het Besluit activiteiten leefomgeving (Bal) en het Besluit bouwwerken leefomgeving (Bbl) verplicht bedrijven en instellingen om alle energiebesparende maatregelen met een terugverdientijd van vijf jaar of minder uit te voeren. De energie-besparingsplicht geldt voor locaties van bedrijven en instellingen die per jaar vanaf 50.000 kWh elektriciteit of 25.000 m3 aardgas(equivalent) gebruiken. Om hier invulling aan te kunnen geven is de gemeente Schagen voornemens een overeenkomst aan te gaan met één partij voor het uitvoeren van adviesbezoek en de controles op basis van de Erkende Maatregelenlijsten energiebesparing alsmede een dak-scan om voor de ondernemer/instelling inzicht te verkrijgen in het potentiële opwek door zon op dak.

         De Opdracht wordt uitgevoerd in de Gemeente en bestaat in hoofdzaak uit het voeren van eerste adviesgesprekken, een scan van de daken, aanvullende vervolgadvies en controle.
