         De gemeenten heeft de wens externe adviesproducten te kunnen inzetten daar waar de interne capaciteit het niet toelaat.

         De aard en omvang van de inkoop van deze diensten heeft geleid tot een keuze om de inkoop van deze diensten doormiddel van een Europese Niet-openbare aanbesteding onder te brengen in een raamovereenkomst.

         Het betreft het laten uitvoeren van opdrachten met een afgekaderd eindresultaat voor (delen van) civieltechnische projecten. Het betreft niet de inhuur van civieltechnische medewerkers, dit is reeds gecontracteerd.

         Opdrachtgevers onderkennen onderstaande werkzaamheden binnen dit contract die zij willen laten uitvoeren. Ook combinaties van deze vier werkzaamheden kunnen voorkomen.

         a) Opstellen van tekeningen, bestekken en andere contractvormen;

         b) Aanbestedingsstrategieën;

         c) Opstellen van kostenramingen

         d) Directievoering en toezicht met een taak- en projectafkadering.
