Deze aankondiging wordt gedaan om de keuze voor de procedure van onderhandeling zonder

aankondiging en de daarop gebaseerde voorgenomen gunning vooraf bekend te maken aan de

markt.

TUD is voornemens een opdracht te verlenen aan CACI B.V. voor de

migratie van haar studentenvolgsysteem Osiris van on-premise naar software as a service

(SaaS).

IV.1)Description

IV.1.1)Type of procedure

Negotiated procedure without prior publication

The works, supplies or services can be provided only by a particular economic operator for the following reason:
- absence of competition for technical reasons

Explanation:

TUD maakt vanaf 2008 gebruik van OSIRIS als student informatie systeem na hiervoor een aanbesteding te hebben afgerond waarmee eeuwigdurende licenties voor een on premise oplossing zijn aangeschaft.

OSIRIS betreft voor TUD een kernapplicatie. Vanwege technische redenen dient deze applicatie nu te worden gemigreerd naar een SaaS oplossing.

Er is geen andere partij dan CACI die in redelijkheid in staat is om de opdracht uit te voeren, want:

1. CACI is als gevolg van haar IE-rechten en kennis van Osiris de enige partij in de markt die de migratie en SaaS kan uitvoeren;

2. het uitbesteden van de hosting services aan een andere partij dan CACI leidt tot een onwerkbare situatie, waardoor geen redelijk alternatief bestaat als bedoeld in artikel 2.32 lid 1 sub b onder 3 Aw 2012.
