         Aanbesteder wenst een raamovereenkomst af te sluiten met twee opdrachtnemers (brokers) voor sourcing en levering van inhuurprofessionals opdrachtnemers dienen tijdens de looptijd van de raamovereenkomst de beschreven inhuurbehoefte maximaal in te vullen via het netwerk van derden en inhuurprofessionals na een gegunde nadere uitvraag te contracteren. Inhuurprofessionals worden bij Rijkswaterstaat ingezet of ter beschikking gesteld, zonder dat hierbij een arbeidsovereenkomst ontstaat tussen opdrachtgever en de inhuurprofessional.
