De opdracht omvat de wettelijke controles van de jaarrekening en het bestuursverslag van HDSR voor de boekjaren 2024 en 2025 (met 2x de optie tot verlenging van de overeenkomst voor de boekjaren 2026 en 2027 en alleen bij zeer onvoorziene omstandigheden ook het boekjaar 2028). De scope van de opdracht bestaat uit de volgende dienstverlening:

- de certificerende functie;

- de beoordeling van de jaarrekening- en beoordeling van het bestuursverslag op getrouwheid en rechtmatigheid en vanaf 2025 beoordeling van de rechtmatigheidsverantwoording;

- de natuurlijke advies functie die omvat: sparringspartner zijn, vraagbaak zijn op het gebied van de (financiële) rechtmatigheid en gevraagd/ongevraagd adviseren naar aanleiding van constateringen.

Tevens vallen de controle activiteiten t.b.v. de (financiële) verantwoording aan de subsidieverstrekkers ook onder de scope van de opdracht (bijzondere verklaringen subsidies).
