Explanation:

Dit is een aankondiging van vrijwillige transparantie van gemeente Harlingen om Taxameter Centrale B.V. (TMC) te contracteren voor het beheren en onderhouden van parkeerautomaten.

Voor het gebruik van de software op het huidige areaal aan parkeerautomaten is een licentie benodigd. Het intellectueel eigendom op die licentie ligt bij TMC.

TMC heeft het intellectueel eigendom voor het gebruik van de software (flowbird) waar de parkeerautomaten op draaien. Daardoor is de gemeente qua licentie gebonden aan TMC en rest haar niets anders dan deze opdracht aan TMC te gunnen, volgens artikel 2.32 lid 1 sub b3°.
