Section IV: Procedure
This April, part of Sant’ Antnin Family Park in Marsaskala, experienced consolidation settlement caused by a volumetric change due to change in soil stresses of the area. Flash flooding experienced in the previous months led to a sudden change in water content of the soil composition resulting in void reduction. Upon investigation it was determined that this resulted in curvature settlement rather than a linear one which caused distortions including tensile strains that cannot be sustained by building components. Such sudden strains resulted in movement to the 6m high retaining wall, ground movement and collapse of rubble boundary walls. Project Green initiated the process which had to lead to an open call procurement procedure to engage a civil works contractor to carry out the necessary works to reinstate the area’s safety and restore its structural integrity. However, just a few days later, following the total hoarding of the site and close structural investigation, it was discovered that the deflection ratio was higher than that predicted resulting in further movement, even affecting to the structural stairs. Such movement is being considered as high risk to the rest of the park and as a result, condition is now in a state of emergency. Despite Project Green"s efforts to secure the area, the general public is still trespassing in the dangerous zone. This is of great concern to Project Green and a lack of immediate action can cause a serious accident. It is crucial to comprehend that soil movement and the performance of retaining structures are immensely challenging to predict accurately, and the settlement observed in this case could potentially lead to catastrophic consequences without any prior warnings.
Considering these circumstances, it is of utmost importance to prioritize personal safety and avoid any further settlement that could endanger lives within the affected area. The risks posed by the ongoing situation are severe as can be witnessed through the photos below and Project Green cannot be held responsible for any harm or repercussions resulting from lack of immediate action.
