        IIn order to facilitate the transportation of citizens, and also to ensure a clean and healthy living environment, the municipality of Strumica is conducting a public procurement procedure for the purchase of electric buses.

        The municipality of Strumica needs the purchase of 10 electric buses for a period of 18 months. The buses are intended for the transportation of citizens and they must be electrically powered in order to protect the environment.

        The holder of the procurement is obliged to deliver the vehicles that are the subject of procurement successively within a time period of 18 months from the day of signing the contract by both contracting parties, namely:

        • 5 buses with a delivery deadline of 31.12.2023.

        • 5 buses with a deadline of 18 months from the signing of the public procurement contract.

    1. Conditions for participation:
      1. Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers:

        List and brief description of conditions:

        In the bid, the economic operator shall be obliged to submit supporting documentation proving:

        1. That there are no grounds for exclusion from the procedure. To prove that there are no conditions for

        exclusion from the procedure, the economic operator shall submit the following documents:

        1.1. Statement by the economic operator that for the last 5 years the economic operator or the person who is

        a member of the management or supervisory body of that economic operator or has the power to represent or

        make decisions or supervise it has not been imposed in the last five years final court verdict for a felony that has

        elements of the crime of participation in criminal association, corruption, tax evasion and contributions, terrorism

        or criminal offenses related to terrorist activities, money laundering and fines combating terrorism and child labor

        and human trafficking, as set forth in the Criminal Code;

        1.2. Certificate of paid taxes, contributions and other public duties by a competent authority of the country where

        the economic operator is registered;

        1.3. Confirmation that no bankruptcy procedure has been initiated by a competent authority;

        1.4. Confirmation that no liquidation procedure has been opened by a competent authority;

        1.5. Confirmation from the Register of penalties for crimes committed by legal entities that no minor penalty has

        been pronounced forbidding them to participate in public procurement procedures, awarding public procurement

        contracts and public-private partnership contracts;

        1.6. Confirmation from the Register of penalties for criminal offenses of legal entities that there has been no

        secondary punishment for temporary prohibition of performing certain activity;

        1.7. Confirmation from the Register of penalties for crimes committed by legal entities that no minor penalty has

        been pronounced - permanent prohibition on performing certain activity;

        1.8. Confirmation that a final judgment has not imposed a misdemeanor sanction - prohibition to perform a

        profession, activity or duty; and

        1.9. Confirmation that a final judgment does not impose a misdemeanor sanction - temporary prohibition to

        perform certain activity.

        1.10. Pursuant to Article 88 paragraph 4 item b) of the Law on Public Procurement (Official Gazette of RSM, no. 24-2019) - an economic operator with which a unilateral termination of the contract occurred due to non-fulfillment of the obligations under a previous contract will be excluded from the procedure.

        2. That it meets the requirements for qualitative selection, Ability to perform a professional activity:

        2.1. Certificate of registered activity as proof that he is registered as a natural or legal person for the performance of the activity related to the object of procurement or proof that he belongs to an appropriate professional association in accordance with the regulations of the country where he is registered.

        2.2. Decision to issue a license for the establishment and operation of the financial leasing provider issued by a competent institution (Ministry of Finance).

      2. Economic and financial standing:
        List and brief description of selection criteria:

        In order to be qualified as capable of performing the public procurement contract in question in terms of its economic and financial situation, the economic operator should meet the following minimum conditions:

        - Тo have achieved a minimum annual income of MKD 50,000,000.00 in the last three years (2020, 2021, 2022)- for each individually.

        Minimum level(s) of standards possibly required:

        The economic operator proves the fulfillment of the minimum conditions from the previous point, by submitting:

        - Balance sheet report issued by a competent authority, i.e. audited balance sheet, or extracts from the balance sheet report, in cases where publication of the balance sheet is prescribed by law in the country where the economic operator is registered and

        statement of the overall income of the enterprise (data from the income statement issued by a competent authority, i.e. audited income statement) and, where required, a statement of income in the area covered by the public procurement contract, and mostly for the last three financial years for which such information is available depending on the date on which the enterprise was established or commenced operations and depending on the availability of such information.

      3. Technical and professional ability:
        List and brief description of selection criteria:

        In order to qualify as capable of performing the public procurement contract in question in terms of his technical or professional ability, the economic operator should meet the following minimum conditions:

        • To prove experience in the delivery of goods - buses for public city transport in the past 5 (five) years in the territory of RNM;

        • To provide from the vehicle manufacturer a reference for the delivery of electric buses for public city transport in the countries of Europe in the past 5 (five) years;

        • For the offered vehicles, the economic operator should have at least 1 (one) own or rented service in the territory of RNM, fully equipped technically and with personnel for servicing electric buses, authorized by the manufacturer of the offered vehicles, specifying the address of the service.

        Minimum level(s) of standards possibly required:

        The economic operator proves the fulfillment of the minimum conditions from the previous point, by submitting:

        • The economic operator should submit a reference list of deliveries of goods - buses for public city transport in the last 5 (five) years on the territory of the RNM, with values, dates, buyers (contractual authorities or economic operators), providing confirmation of deliveries ;

        • The economic operator should submit a reference list of goods deliveries from the vehicle manufacturer - for delivered electric buses for public city transport in the countries of Europe in the last 5 (five) years;

        • The economic operator should submit a statement from the EO for the disposal of at least 1 (one) own or rented service fully equipped technically and with personnel for servicing electric buses, with an Authorization from the manufacturer for servicing electric buses in the territory of RSM, specifying the address of the service.

        - The holder of the procurement is obliged to deliver the object of procurement with its own funds and personnel and to deliver it to the address of the contracting authority.

        - After the payment of the stipulated participation and the expiration of the deadline for the payment of 84 installments, the vehicles remain the property of the contracting authority.

        - The delivery is considered completed with the qualitative and quantitative acceptance of the vehicles by the Contracting Authority and the signing of the consignment note and receipt record, signed and certified by the Purchaser and authorized persons of the Contracting Authority.

        - During the handover, the quality, functional and technical correctness, as well as the completeness of the vehicles are determined.

        - The holder of the procurement is obliged to submit appropriate technical documentation with the delivery of the vehicles.

        - Guarantee for quality execution of the contract: 5.00%.
