Modernisation of educational establishments II (PMES II) – technical assistance to support the Ministry of Education in monitoring and implementing the investment programme
Reference number: AA-011685-001The objective of this technical assistance operation is to support the policy of the Tunisian Republic, through the Ministry of Education (the Promoter), for the implementation of the second programme of the ‘Modernisation of educational establishments (PMES II project)’, which aims to build 80 primary schools and new schools, as well as the delivery of 73 school buses and the supply of educational materials and equipment. The main objective is to support the Promotor’s Project Management Unit by Objective (‘Unité de Gestion de Projet par Objectif’ – UGPO) in the implementation of the PMES II project in accordance with the norms and standards of the EIB, the European Union and the Tunisian Republic.

The technical assistance (TA) is financed by the European Union’s Neighbourhood Investment Platform (NIP).
This contract will be launched with a suspensive clause relating to the availability of funds and the entry into force of a contribution agreement between the EU and the EIB, as well as a cooperation contract between the EIB and the Promoter.

Information about authorised persons and opening procedure:Tenders will be opened as part of a non-public procedure. Upon written request addressed to the EIB (see Section I.1)), the written record of the opening of tenders will be provided to the economic operators which submitted a tender.

Tenderers may in the first instance submit their concerns regarding the procurement procedure to the Bank using the contact details under section I.1) of this contract notice. If tenderers or other interested parties believe that the EIB committed an instance of maladministration (i.e. it has failed to act in accordance with its established policies, standards and procedures, or to respect the principles of good administration), they may lodge a complaint to the EIB Group Complaints Mechanism (see https://www.eib.org/en/about/accountability/complaints/index.htm) within one year from the date on which the complainant could reasonably have known of the alleged action, decision or omission by the Bank. If they are not satisfied with the outcome, tenderers may ask the European Ombudsman to reexamine the EIB Group"s response to their complaint (see https://www.ombudsman.europa.eu). Within the two months following the notification of the outcome of the procedure (award decision), tenderers may launch an action for its annulment and/or damages. Any request tenderers may make and any reply from the Bank, or any complaint for maladministration, will have neither the purpose nor the effect of suspending the time-limit for an action for annulment, nor will it open a new period for launching an action for annulment. The competent body for hearing appeals for annulment is indicated in point VI.4.1) of this contract notice.
