AL - ERI - Tirana Water Supply Network Structural Improvement
Reference number: AA-010459-001This technical assistance will support the Municipality of Tirana (MoT) and the Tirana Water Utility (UKT, Ujesjelles Kanalizime Tirane Sha) in the implementation of investments on the water supply network. These investments include the construction of a high-pressure water supply ring with high pressure zones. These investments will increase access to reliable water services of the ca. 800 000 inhabitants in the City. The main tasks of the consultant will include: reviews and completion of environmental and social assessments, preparation of plans for the management of social impacts, assessment of the existing water supply network, preparation of tender documents for works and services, procurement support, technical and implementation support to the PIU, including capacity building.
The main place of performance will be Tirana and its region, ALBANIA.
A team of three key experts (full and part time) covering water projects management, procurement and water supply expertise will be mobilised, in addition to short term experts.
Phase 1 of this contract includes the activities 1 to 6 (included) and the start of the activities 7 and 8, described in these Terms of References. The implementation period of phase 1 is limited to 30 September 2025, as the current ERI mandate expires on 31 December 2025. The implementation of phase 2 (continuation of activities 7 and 8 beyond 30 September 2025) is subject to the formal extension of the ERI mandate, foreseen in 2024. Should the ERI mandate not be extended, the phase 2 will not be implemented under this contract and the contract will end on 30 September 2025. The consultants are invited to include both phases in their offer and adapt the methodology and the resource utilisation accordingly.
Tenders will be opened in a non-public procedure. Upon written request to the EIB (see Section I.1)), the written record of the opening of tenders will be provided to economic operators who submitted a tender.
The contracting authority may, at its own discretion and subject to the availability of funding, extend the scope and duration of the project to cover additional services.
The duration of the contract is estimated at a maximum 33 months (maximum end date on 30 September 2025), with the possibility of one or several extensions consisting of maximum 16,5 additional months (maximum 49,5 months in total); and the value of the contract is maximum EUR 1 000 000 with the possibility of one or several increases for additional services consisting of maximum EUR 500 000 (maximum EUR 1 500 000 in total) subject to budget availability.
Any extension and or increase of the contract would be subject to satisfactory performance by the consultant.
The contracting authority, during the three years following the award of the original (initial) contract, may have recourse to a negotiated procedure without prior publication of a contract notice for new works/services consisting in the repetition of similar works/services entrusted to the party awarded this contract.
Tenderers may in the first instance submit any concerns regarding the procurement to the Bank using the contact details under Section I.1) of this contract notice.
If tenderers or other interested parties, believe that the EIB committed an instance of maladministration, (e.g. it has failed to act in accordance with its established policies, standards and procedures or to respect the principles of good administration), they may lodge a complaint to the EIB Group Complaints Mechanism (see https://www.eib.org/en/about/accountability/complaints/index.htm) within one year from the date when the alleged action, decision or omission by the Bank could be reasonably known by the complainant. If unhappy with the outcome, tenderers can seek a review of the EIB Group’s reply to the complaint by the European Ombudsman (see https://www.ombudsman.europa.eu).
Within 2 months of notification of the outcome of the procedure (award decision), tenderers may launch an action for its annulment and/or damages. Any request tenderers may make and any reply from the Bank or any complaint of maladministration, will have neither the purpose nor the effect of suspending the time-limit for launching an action for annulment nor open a new period for launching an action for annulment. The body responsible for hearing annulment procedures is indicated under Section VI.4.1) of this contract notice
