II.2.4)Description of the procurement:

Average speedometers with and without video recorders for permanent mounting on police vehicles, including cars and motorcycles. The Norwegian Police Shared Services (PFT) has carried out a RFI on behalf of the Norwegian police for average speedometers with and without video recorders for permanent mounting on the Norwegian Police"s vehicles. Cf. Doffin reference 2023-695548 and TED reference 2023/S 054-158192. The purpose of the RFI was to receive an update from the market on relevant products and potential suppliers that can cover the police"s need for this product area. Responses to the RFI and the contracting authority"s other information of the market indicate that there is currently only one supplier that can deliver and cover the need for supplementing and completing the instrument park of average speedometers with and without video recorders for police vehicles. The Norwegian Police Shared Services (PFT) therefore intends to extend the framework agreement with the current supplier for up to 2 years. The expected total need will amount to up to 75 average speedometers per annum.

IV.1.1)Type of procedure

Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below

Explanation:

The Norwegian Police Shared Services (PFT) has carried out a RFI on behalf of the Norwegian police for average speedometers with and without video recorders for permanent mounting on vehicles. Cf. Doffin reference 2023-695548 and TED reference 2023/S 054-158192. The purpose of the RFI was to receive an update from the market on relevant products and potential suppliers that can cover the police"s need for this product area. Responses to the RFI and the contracting authority"s other information of the market indicate that there is currently only one supplier that can deliver and cover the need for supplementing and completing the instrument park of average speedometers with and without video recorders for the Norwegian Police"s cars and motorcycles. The current average speedometers use sensor-based technology for measuring distance over time, either from the vehicle"s own sensors or external sensors. These systems are installed in patrol vehicles or motorcycles to calculate the average speed over a given distance. The police currently has a framework agreement with Palmenco AB for average speedometers with and without video for fixed installation in vehicles/on MCs. The framework agreement is expected to be extended for up to 2 years from 11.02.2024. The expected total need in the period is up 75 average speedometers a year for the police"s vehicles and motorcycles . As only one supplier can meet the need, the conditions for procurement without a call for tender in accordancein FOA §13-4 b) 2 are considered fulfilled.
