        The general objective of the project is to contribute to improving access of the population served by the promoter (Southern Region Water Board (SRWB)) to be reliable, sustainable and affordable water supply services, with particular focus to Liwonde and Balaka towns. In addition, the project aims to utilise the energy from Mulunguzi Dam. The purposes of this contract are as follows:

        (i) to assist the promoter to achieve the overall Project objective and to deliver the project in an efficient, effective, coordinated and sustainable way;

        (ii) to enhance the promoter capacity in terms of its engineering technical capability, environmental and social management procedures with international technical expert input.

        The expected results to be achieved by the consultant are:

        — the project is implemented efficiently with swift procurement processes and adequately synchronized disbursement;

        — the project is monitored following a sound monitoring plan with adequate indicators and regular progress report submitted to the EIB;

        — the social and environmental aspects of the project are well monitored for both components (Mangochi and Balaka/Liwonde) with a specific focus on the issues related to the Mangochi component;

        — SRWB benefit from a capacity building program that will improve it’s management procedures and tools and especially the environmental and social monitoring.
