II.2.4)Description of the procurement at the time of conclusion of the contract:

The technical assistance will provide support at central level to the Project Management Support Unit (PMSU) within the Ministry of Communities and Territories Development of Ukraine (MCTD) and to the Ministry of Finance / State Treasury to ensure the proper implementation of the framework loan while enforcing and maintaining good quality of works, compliance with the EIB’s environmental and social standards, procurement guidelines and corruption prevention. It will also enhance the capacities of the promoter to effectively plan, operate, monitor, and learn from the sub-projects to be financed under the loan.

The support to the implementation of the URP at local level (municipalities, villages and settlements) is intended to be provided by UNDP through a separate contract.

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The scope of the additional services is the provision of technical services to rapidly prepare packages of standard design templates for three critical sectors, namely kindergartens, schools and administrative service centres.

Need for additional works, services or supplies by the original contractor/concessionaire (Art. 43(1)(b) of Directive 2014/23/EU, Art. 72(1)(b) of Directive 2014/24/EU, Art. 89(1)(b) of Directive 2014/25/EU)

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

The war has caused considerable damages on the physical infrastructure in Ukraine and 11 million citizens are now classified as Internally Displaced Persons (IDP). This is exerting significant pressure on many cities in terms of IDP social services. Considering the low capacity of the final beneficiaries, and the urgency of the need for such infrastructures, additional services were required to rapidly prepare packages of standard design templates for kindergartens, schools and administrative centers.
