Subject: Request for Expression of Interest (REOI) for Provision of Consultancy Services for Geotechnical Investigations and Studies for the Design of the Mesurado Industrial Fishing Port

The government of Liberia through the National Fisheries and Aquaculture Authority (NaFAA) has received support from the World Bank Group toward the implementation of the “Liberia Sustainable Management of Fisheries Project (LSMFP)”, and intends to utilize part of the funds for the construction of an industrial fish export terminal and an artisanal fish landing site at Mesurado Pier in Monrovia. The artisanal fisheries landing site will be equipped with post-harvest processing facilities, fish market facilities and store facilities for the sale of vessel engines and nets, engine repair shops, toilets and water supply facilities.
The Government of Liberia through NaFAA is soliciting the services of a qualified Consultant Firm or Consultant Consortia to conduct geotechnical investigations and studies for the design of the Mesurado Industrial Fishing Port. The objective of the consultancy is to contract a consulting firm to undertake:
1. the geotechnical boreholes required;
2. the analysis of the data from the laboratory tests;
3. completion of the final design of the riding piles of the floating jetties in the canoe hub;
4. the settlement analysis of the reclaimed areas and the stability of the breakwater;
5. the completion of the final design of the piled export jetty;e”.
The National Fisheries and Aquaculture Authority (NaFAA) now invites eligible consulting firms to indicate their interest in performing the Services. Interested firms must provide information indicating that they are qualified to perform the services (brief corporate profile: technical and managerial capability of the firm, description of similar assignments, experience in similar conditions, availability of appropriate skills and staff, etc.)
The shortlisting criteria includes the following qualifications:
Qualification Requirements and Composition of Study Team:
The Firm must show evidence of minimum ten (10) years’ general experience in geotechnical engineering, marine geotechnical investigations, and marine construction works. To demonstrate required competence and adequacy to successfully complete the assignment, the firm must have specific in-depth and recent experience in at least one similar assignment in the last 10 years.
Further, the firm must be ISO 9001-2015 certified and should be able to field key professional personnel with adequate technical background, experience and capability in the field of marine engineering.
The firm must have certified access (i.e. direct ownership or a valid rental agreement with a drilling sub-contractor) to a jack-up barge of the required dimensions. The firm must submit the barge’s Flag State certificate, class certificate, Crew, Drilling, and Operational Certificates together with the Insurance (P&I club cover, Hull & Machinery).
The materials testing laboratory to be used for the analysis of the samples shall be ISO/IEC 17025 certified and accredited by a national accreditation authority of the firm’s country of origin.
The firm will assemble a multi-disciplinary team of technicians which must include the key experts as stated below, though the consultant may propose additional expertise as required as non-key experts; however, their qualifications will not be considered in the evaluation of proposal. The proposed key staff listed below will not be evaluated at this stage:
Team Leader–Geotechnical Engineer or Soils expert, Civil Engineer,
Professionally qualified drilling supervisor or Engineer

A Consultancy Firm will be selected in accordance with the Quality and Cost-Based Selection Method (QCBS) set out in the Procurement Regulations.
