A 3 year contract to provide support and maintenance services in respect of the Central Bank of Ireland’s Probability Risk and Impact System (PRISM). The required services include potential bug fixes, managing any necessary patch processes and conducting sufficient testing to ensure seamless integration, and if necessary, regulatory model development and coding. In addition, the service provider will be required to work with the Bank to decommission PRISM in parallel with re-building the existing modules to ensure compatibility with the Bank’s wider IT architecture.
The contract contains an option to extend the term by one six month period.
Section IV: Procedure
The Central Bank (the ‘Bank’) has a requirement for the provision of support and maintenance services in respect of the Bank’s Probability Risk and Impact System (PRISM).
The Bank is undertaking a multi-year strategic transformation of the Bank’s data architecture and infrastructure. One element of the strategy relates to the development of a unified platform which will provide access to all the tools and services needed to support the end-to-end supervisory lifecycle across the Bank’s full supervisory mandate. The initial development of the underlying tools and services in an architecturally aligned manner is the strategic phase currently in train.
PRISM’s code base is not aligned with the Bank’s strategic IT architecture. Therefore, the Bank is conducting a carefully managed transition from the legacy PRISM system to a unified platform for all supervisory services. This will require re-engineering some existing modules and workflows and migrating functionality to the new platform. Ultimately, the objective is that PRISM will be decommissioned.
Given the above outlined strategy, the Bank has an on-going requirement for support and maintenance of PRISM while also managing a phased transition to the new platform and, towards the end of this period, the secure de-commissioning of PRISM. The required services include potential bug fixes, managing any necessary patching and conducting sufficient testing to ensure seamless integration, and if necessary, regulatory model development and coding. In addition, the service provider will be required to work with the Bank to decommission PRISM in parallel with re-building the existing modules to ensure compatibility with the Bank’s strategic IT architecture.
Taking into account the context and required scope of services as set out above, the Bank requires the service provider to have in-depth knowledge and extensive experience providing services in relation to PRISM.
D-fine is the only supplier with the requisite expertise having supported the design and construction of the system from its inception and has actively supported the development of PRISM for 10+ years.

Having regard to the nature of the Central Bank’s requirements, the contract value identified at II. 1.7 and V.2.4 of this notice represents the Central Bank’s best estimate at the time of award rather than a fixed value. The final value of the contract may be higher or lower than the estimated figure.
