MH 06/23 - Strategic Creative Advertising Agency
Expressions of interest are invited from suitably qualified Applicants interested in being considered for the provision of strategic and creative marketing and communications services. The Contracting Entity believes in engaging with their agencies, at all times, using a fully collaborative and partnership approach. The service provider appointed, will specifically provide services to support brand communication and the delivery of marketing and communications objectives. The scope of services is anticipated to include development of integrated strategic communications for use across multiple communications channels; TV radio, outdoor, print, internal communications, digital, including social media channels and relevant websites. The framework will include but not be limited to the provision of: • A strong Strategic Planning capability and demonstration of quality delivery of fully integrated campaigns is key. • Assistance with the planning, design, deployment and analysis of benchmarking research and tracking research (e.g., for the purpose of determining audience reach, sentiment, attitude, solutions to deal with weaknesses and shortcomings and full reporting on outcomes, as Contracting Entity may require). • Presentation of creative concepts and solutions based on briefs supplied by the Contracting Entity. • Advice and assistance on any issues arising in connection with integrated marketing communications campaigns undertaken by the Contracting Entity. • Planning and creation of creative material for use in all media channels as and when required by the Contracting Entity. This includes, but is not limited to, the commissioning of designers, photographers, videographers, artists, directors, musicians, and other persons engaged in such production. • The prompt delivery of creative materials ordered by the client or by any person so authorised on its behalf. • Managing all aspects of the production of creative material for all media channels as and when required by the Contracting Entityting the Contracting Entity in addressing ad hoc queries from members of the public and other requests and enquiries relating to the campaigns and/or creative material developed. • Consideration and review of current or upcoming business ambitions and/or challenges and providing proposals and preparing recommendations. • Advising the Contracting Entity in relation to copyright and intellectual property issues with a view to ensuring full compliance with the provisions of this Agreement. • Advising the Contracting Entity in relation to Official Languages Act obligations with a view to ensuring full compliance with the provisions of this Agreement. • Liaising directly with other Contracting Entity contractors and any other third parties as the Contracting Entity may require. • Cooperating and working with the Contracting Entity’s other communication agencies (including its media planning and buying agency and its public relations agency). • The operation of a rigorous project management and quality control system to monitor the provisions of the Services in accordance with the practices and procedures approved by the Contracting Entity. The Contracting Entity intends to establish a single supplier framework agreement. Once the framework agreement is in place, and as and when requirements arise, contracts will be awarded to the framework member either on the basis of the original tender submitted or after discussing the specific Scope of Requirements and agreeing the contract price in accordance with the original tender submission. A Purchase Order will then be issued to the framework member. No work should be undertaken without a valid Purchase Order. Any invoice received which does not quote a valid Purchase Order number will be returned to the framework member. The framework agreement period will be for an initial duration of three years with the option to extend annually for up to an additional five years.

The initial contract period envisaged is 3 years with the possibility to extend annually up to a further 5 years, subject always to the satisfactory performance of the supplier. The estimated spend of 8000000 EUR is taking into account the full duration of the contract including the possible extensions.

The Contracting Entity will not conclude this contract to which a standstill period applies in accordance with Council Directive 2014/25/EU, until after the expiry of the standstill period which commences on the day following the date of notification on concerned Applicants and Tenderers. The duration of the standstill period will be 14 calendar days where notifications are sent electronically. Statutory Instrument No 131/2010 provides that review procedures are available in the High Court to a person who has or has had an interest in obtaining the reviewable public contract and alleges that he or she has been harmed or is at risk of being harmed by an infringement of the law in relation in this contract.
