        Iarnród Éireann (IÉ) through a single party framework requires the services of a multi-disciplinary consultant to support the the delivery of PMP Phases 1 – 6 (Project Scope and Approvals through to Construction) services for the Navan Rail Line Project. It is anticipated that the services for Phases 1-2 will be required for an initial period of 30 months with the option to extend by a period of 12 months at IÉ’s discretion, and with Phases 3-6, encompassing Preliminary Design, the Planning & Statutory Process, the Detailed Design & Tender Process and Contract Award and Construction & Implementation, to follow thereafter. It is noted that movement to each subsequent Phase is subject to approval of the current Phase through the Gateway process.

        The scope of services to be provided under this contract, subject to the award of all options, will comprise all elements of route planning, design and construction, including:

        • Options selection and route feasibility

        • Preliminary and detailed design

        • Preparation and submission of railway order/planning applications for the project

        • Production of all drawings, specifications, bills of quantities, cost estimates, financial reporting, budgeting, tender evaluation and assessment, etc.

        • Undertaking the role of Project Supervisor Design Phase on the project.

        • Development of a Procurement Strategy for the delivery of the programme.

        • Preparation of tender documents in accordance with the agreed procurement strategy and in line with the guidelines of the Department of Public Expenditure and Reform’s Capital Works Management Framework, as appropriate.

        • Development and updating of the cost estimate and proposed programme for delivery of the programme.

        • Liaison with the IÉ project team and all project stakeholders (internal & external).

        • Provision of contract administration, site supervision and construction stage design support services during the construction phase of the various elements, which may be phased.
