In 2021 the Contracting Entity carried out market consultation on initiating a ‘proof of concept’ project for Strategic Bioresource Application in the Southern Region (the ‘Model’). Following this market consultation, BMA Platform Limited was awarded a below threshold contract to demonstrate the whole system capability and the benefits of an integrated system planning in the context of Strategic Bioresource Application.

Uisce Éireann has now a requirement to extend the Model to include all bioresources assets to support the ongoing Strategic Hub consultation roadmap, expanding existing analytical capability and allowing the business to reflect the business objectives highlighted in the National Wastewater Sludge Management Plan.

Negotiated procedure without prior call for competition

The works, supplies or services can be provided only by a particular economic operator for the following reason:
- protection of exclusive rights, including intellectual property rights

Explanation:

The contract requires to scale up the existing Model and extend the solution to the East-Midlands and North West regions also. This solution will provide Uisce Éireann the ability to run the Model autonomously for the next eighteen months and continuously adjust the plan, while reflecting changes in regulations, business strategy, introduction of new technologies, identification of new opportunities and evaluation of business cases.

BMA Platform Limited owns the exclusive rights to the BMA system in the current Model and is the only economic operator capable of providing the solution to the additional regions and the delivery of further capability for the existing solution.

For the enduring plan Uisce Éireann aims at - conducting a market sounding exercise in November 2023 to understand what other options are available in the market. This market consultation will be followed by an OJEU competition indicatively in Q1 of 2024.
