Assignment Title: Consultancy Service to Development of a Three-Year Change Management Strategy (2026–2028)

The Government of Somaliland has received financing from the World Bank toward the cost of Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services.

The Consulting Services (the Services) include four key areas: 1) Enhancing Domestic Revenue Mobilization. 2) Improving Public Financial Management. 3) Maintaining Macroeconomic Stability. 4) Strengthening Institutional Capacity.

The Somaliland Ministry of Finance and Economic Development (MoF&ED) now invites the eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:

• Core business of the firm and At least 7 years in business (general proving experience in in providing high-level advisory services in these areas, supporting public and private sector institutions to improve performance, governance, and operational effectiveness and in Organizational Development, Change Management, Strategic Planning, and Institutional Reform,
• The firm must have successfully completed (a minimum of three (3) comparable assignments involving the design and implementation of Change Management Strategies.
• The firm should demonstrate a proven track record of supporting organizations through significant transformation processes, including but not limited to: a) Digital transformation initiatives. B) Institutional restructuring. C) Process re-engineering. D) Change adoption and stakeholder engagement. Evidence of successful outcomes and measurable impact in similar transformation engagements will be highly desirable.
• Technical and managerial organization of the firm. (Provide the structure of the organization and CVs of staff). The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria]. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020, September 2023 and March 2025, (Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
