1. The International Sava River Basin Commission (as the Borrower) has received financing from the World Bank (IBRD) toward the cost of the Global Environment Facility (GEF), which are administered by IBRD for the GEF Sava and Drina Rivers Corridors Integrated Development Program (SDIP), Component 4 - Regional Activities, and intends to apply part of the proceeds toward payments under the contract “Development and operationalization of Sava GIS 2.0”. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
2. The International Sava River Basin Commission now invites sealed Proposals from eligible Proposers for development of the new Sava GIS 2.0 system - an advanced, intelligent system that will modernize the existing Sava GIS and support sustainable, efficient, and secure water management across the Sava River Basin, enhancing regional cooperation under the ISRBC framework. The timeframe for system supply and installation is 13 months from the contract signing date. The system will be installed at the ISRBC premises, with a specific HIS submodule also to be installed at ARSO (Slovenian Environment Agency) premises. Detailed technical requirements are provided in Section VII of the Bidding Documentation.
3. The procurement process will be conducted through international competitive procurement using the Request for Proposals (RFP) selection method as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (edition November 2020 - “Procurement Regulations”), and is open to all eligible Proposers.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply: for Rated Criteria (including technical and non-price factors) 70 % and for Bid Cost 30%.
5. Interested eligible Proposers may obtain the RFP document in English from the International Sava River Basin Commission by submitting a written application via email to procurement_sdip@savacommission.org. The document will be sent by email.
6. Proposals must be delivered to the address below by February 17, 2026 (11:00 AM CET). Electronic submission will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened immediately after the submission deadline in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
7. All Proposals must be accompanied by a Proposal Security of 24.000,00 EUR.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
