1. BACKGROUND:

The Government of Tuvalu (GoT), through the Ministry of Finance and Economic Development (MFED) and the Ministry of Transport, Energy, and Communication Innovation (MTECI), has successfully secured funding under the 20th cycle of the International Development Association (IDA) for the Accelerating Trade Facilitation in the Pacific (ATFP) project. The project forms part of a broader regional initiative designed to reduce the time and cost required for cross-border trade in Participating Pacific Island Countries (PPICs), including Kiribati, Tonga, and Vanuatu.

2. OBJECTIVE

The Project Manager will be based within the Project Management Unit (PMU) established under the Ministry of Transport, Energy, and Communication Innovation (MTECI) and will be responsible for the overall coordination, management, and implementation of Tuvalu’s activities under ATFP. The Consultant will work closely with the Ministry of Finance and Economic Development (MFED) - particularly the Central Project Management Office (CPMO) - which provides fiduciary, procurement, and safeguards oversight across World Bank–financed projects. In carrying out this role, the Project Manager will also collaborate with key sectoral entities, including the Department of Marine and Port Services (DMPS) under the MOT, and maintain regular coordination with the World Bank’s project implementation team to ensure that activities are implemented in compliance with World Bank policies, Tuvalu’s national systems, and the Project Operations Manual (POM).

3. INVITATION

The Ministry of Transport, Energy, Communication and Innovation, the Implementing Agency, now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with a description of experience in similar assignments, conditions, three references, etc.).

4. EVALUATION CRITERIA

Candidates will be evaluated based on the following criteria:

  • Education. At least a bachelor’s degree in a field related to project management, public administration, or equivalent. A postgraduate degree will be an advantage for the position.
  • Experience. A minimum of cumulative five-year work experience in the administration and management of significant projects. A field related to infrastructure project management would be an advantage for the position. Experience of working in donor-funded projects.
  • Skills and Knowledge. Demonstrated ability to write operational reports for senior government officials. Excellent verbal, written and presentation communication skills in English. Cross-sectorial skills, knowledge, and ability to work with team members and stakeholders from different technical backgrounds. Knowledge of and technical experience in the transport sector. Ability to work as part of a team and without supervision. Able to travel to outer islands.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, revised in November 2017 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
