Individual Consultant – Project Manager (Component 2)

Project: Sustaining Program Effectiveness and Advancing Resilience (SPEAR)

1. Background

The Government of Sint Maarten (GoSM), represented by the Ministry of Finance (MoF), invites eligible individual consultants to express their interest in providing consulting services as Project Manager for Component 2 of the Sustaining Program Effectiveness and Advancing Resilience (SPEAR) Project.

The SPEAR Project is financed through the Sint Maarten Recovery, Reconstruction and Resilience Trust Fund, funded by the Government of the Netherlands and administered by the World Bank. The project aims to enhance operational effectiveness of recovery efforts and strengthen long-term institutional resilience.

Component 2 of the SPEAR Project is implemented by the Ministry of Finance. Component 1 is implemented separately by the National Recovery Program Bureau (NRPB) to avoid overlap or conflict.

2. Objective of the Assignment

The objective of this assignment is to oversee the entire project cycle for Component 2, including technical assistance, coordination with stakeholders, planning, execution, monitoring, and reporting of all activities managed by the Ministry of Finance.

3. Reporting and Accountability

The Project Manager reports directly to the Concern Controller of the Ministry of Finance, acting as focal point for the SPEAR Project on behalf of the Government of Sint Maarten. The Project Manager may liaise with the Secretary General and the Minister of Finance for strategic decisions as required.

Escalation procedures for delays, risks, or procurement issues shall follow internal Ministry of Finance protocols, with escalation from the Concern Controller to the Secretary General and then to the Minister of Finance where necessary. Key documents must be validated by the Concern Controller prior to submission to external stakeholders.

4. Scope of Services

The Project Manager will be responsible for:

  • Managing and supervising preparation of technical project documentation, including Terms of Reference, technical specifications, and procurement packages.
  • Preparing execution plans, operational manuals, budgets, schedules, and coordinating with procurement, financial management, environmental and social, and monitoring and evaluation counterparts.
  • Reviewing Component 2 activities coordinated by MoF and undertaken by other ministries and coordinating procurement of services and goods.
  • Acting as Contracting Officer’s Technical Representative when designated.
  • Monitoring progress, performance, risks, and budget execution and proposing corrective actions.
  • Ensuring compliance with World Bank procedures.
  • Supporting reporting obligations to the Council of Ministers, Trust Fund Steering Committee, and the World Bank.
  • Participating in bid evaluation committees and coordination meetings.
  • Supporting revisions to operational documents and contributing to communications outputs as required.

5. Key Deliverables and Performance Indicators

Deliverables include TORs, procurement packages, progress reports, budget execution reports, and stakeholder coordination logs. Performance will be measured against timeliness, budget adherence, stakeholder satisfaction, and compliance with World Bank procedures.

6. Qualifications and Experience

Minimum Requirements:

  • Bachelor’s degree in management, business, public policy, economics, or a related discipline.
  • At least three (3) years’ experience in project management related to capacity building, governance, or similar initiatives.
  • Advanced proficiency in English (spoken and written).

Additional experience in donor-funded projects, small island contexts, familiarity with World Bank procedures, and proficiency in Dutch are considered advantages.

Interested consultants should submit a Curriculum Vitae and a brief cover letter demonstrating suitability for the assignment.
