• This Invitation for Bids follows the General Procurement Notice for this Project that appeared UNB Online, Notice number OP00336801 dated 31st January 2025

• The Government of the Republic of Malawi has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation in Malawi (ASCENT) Project, and intends to apply part of the proceeds toward payments under the contract for Supply and Delivery of Meters and Meter Accessories. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

2. The Electricity Supply Corporation of Malawi (ESCOM) Ltd now invites sealed Bids from eligible Bidders for the supply of single-phase meters. Min Circuit Breakers and Meter Enclosures within 150 days as follows.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition, September 2025 (Procurement Regulations), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60%. and for Bid cost: 40 %.

5. Interested eligible Bidders may obtain further information from the Electricity Supply Corporation of Malawi (ESCOM) Ltd, The Chairperson of Internal Procurement and Disposal of Assets Committee and inspect the bidding document during office hours 0900 to 1200 hours and 1330 to 1630 hours at the address given below .

6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of MWK150,000 or its equivalent in a freely convertible currency.. The method of payment will be Direct Deposit to the following Bank Accounts.

The document will be sent by Courier and Email. Please note that the bidding documents are being provided in hard copies. However, only for the convenience of the bidders, in filling the various Forms and the Bills of Quantities, a soft copy in CD is also being given along with the hard copy. The bidders should note that in case of any difference in the hard and the soft copy, the one in hard copy only will prevail

7. Bids must be delivered to the address below on or before 10:00hrs Malawi Time, 5 February 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 5 February 2026, 10:30Hrs Malawi Time . All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

8. All Bids must be accompanied by a Bid Securing declaration in the format provided in the bidding document.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
