Assignment Title: Consultancy for the Development of IGAD Comprehensive Durable Solutions Strategy

The Intergovernmental Authority on Development (IGAD) has received financing from International Development Agency (IDA) towards the cost of the Regional Policy Dialogue and Knowledge Exchange on Development Responses to Forced Displacement in the Horn of Africa and intends to apply part of the proceeds of this Grant to payments under this contract: Consultancy for the Development of IGAD Comprehensive Durable Solutions Strategy
The objective of the assignment:
The primary objective of this consultancy is to develop a comprehensive IGAD Regional Durable Solutions Strategy that aligns with global and regional frameworks and policies on durable solutions. The Strategy document is expected to flesh out the strategic targets outlined in the consolidated results framework for the IGAD Support Platform. Coherent with all previous policy commitments, it builds on all displacement efforts led by IGAD to renew its momentum and key leadership role in the region. More details are available in the attached Terms of Reference (ToRs).
4.Minimum Consultant’s qualifications and experience requirements
The consultant needs to demonstrate the skills, qualifications, knowledge and expertise in the following areas:
A minimum of MA in Social Sciences or other relevant discipline; PHD is added value
Demonstrated extensive experience in conducting research and strategy development areas of forced Displacement (minimum 10 years)
Proven knowledge of international and regional frameworks and policy commitments relating to forced displacement, the humanitarian-development-peace nexus and socioeconomic integration of refugees and host communities.
Demonstrated working experience in the IGAD region
Proven prior experience in developing strategies or something similar
Knowledge of and concrete experience in the areas of refugees/forced displacement, the humanitarian-development nexus, and socio-economic integration/self-reliance of refugees and host communities would be considered a strong advantage.
Social and cultural dynamics and constraints relevant to this work
Excellent written and oral communication skills in English
The Consulting Services Contract is expected to be for a period of 60 to 70 days from the date of contract signing.
The Intergovernmental Authority on Development (IGAD) now invites individuals to express their interest in providing the services. Interested individuals must provide information indicating that they are qualified to perform the services (attach curriculum vitae (CV), copies of documentary evidence of Academic qualifications, and Professional Qualifications.
An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (Regulations).
