the Position of Project Coordinator

The Government of Liberia (GoL) has received financing from the World Bank for the preparation of the West Africa Regional Digital Integration Project - Series of Projects 2 Liberia (WARDIP SOP2-Liberia). This project, which will be implemented at the national level, seeks to facilitate increased broadband access and usage in preparation for regional digital markets integration in West Africa.

WARDIP SOP2 builds on, and will run parallel to, investments in DTfA/WARDIP SOP1, further extending cross-border and backbone connectivity, data markets and online market environment in additional countries. It aims to increase broadband access and usage in participating countries and to advance the integration of digital markets in Western Africa and is structured to have 5 components.

· Component I. Connectivity Market Development and Integration: This component aims to provide infrastructure financing and support for an enhanced enabling environment to develop the regional broadband connectivity market.

· Component II: Data Market Development and Integration: This component aims to build trust in online transactions and strengthen the security and resilience of digital infrastructure and systems, focused on focuses on enabling secure, cross-border data exchange, storage, and processing to support regional access to data-driven services, innovation, and infrastructure.

· Component III. Online Market Development and Integration: This component aims to support the development of a robust regional online market, with a focus on boosting service uptake for an integrated SDM.

· Component IV. Project Management and Implementation Support. This component would provide technical assistance and capacity support for program preparation and implementation.

· Component V. Contingent Emergency Response. The component is included to help participating countries respond swiftly to eligible crises and emergencies, in case of urgent need of assistance or capacity constraints.

In view of this, the GoL, through the Ministry of Post and Telecommunications (MoPT) intends to set up a Project Implementation Unit (PIU) as a starting point to kick start the activities entailed in this fund and, as thus, seeks to recruit a highly qualified and motivated Project Coordinator to manage the Project Implementation Unit (PIU).

The attention of interested Consultant is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018. Setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with Individual Selection Method set out in the Procurement Regulations.

  • PROJECT BACKGROUND

The Government of Liberia (GoL) has received financing from the World Bank for the preparation of the West Africa Regional Digital Integration Project - Series of Projects 2 Liberia (WARDIP SOP2-Liberia). This project, which will be implemented at the national level, seeks to facilitate increased broadband access and usage in preparation for regional digital markets integration in West Africa.

WARDIP SOP2-Liberia is the second phase of the Western Africa Regional Development Integration Program series of projects (DTfA – WARDIP), which builds consensus and momentum around the vision for achieving a Single Digital Market (SDM) in Africa. It is envisioned that the project will lead to an increased secure flow of digital services within and between participating countries in Western Africa. By the end of the SOP, foundations of a SDM in Western Africa in line with the AU SDM are expected to be in place.

WARDIP SOP2 builds on, and will run parallel to, investments in DTfA/WARDIP SOP1, further extending cross-border and backbone connectivity, data markets and online market environment in additional countries. It aims to increase broadband access and usage in participating countries and to advance the integration of digital markets in Western Africa and is structured to have 5 components.

  • OBJECTIVE OF THE ASSIGNMENT

The objective of this consultancy is to provide the necessary project management and technical assistance required to support participating agencies and stakeholders involved in the preparation and implementation of the Project to ensure effective implementation. The Project Coordinator (PC) will be accountable for ensuring that all project activities are conducted in accordance with the guidelines and procedures agreed to between the World Bank and the Government of Liberia in an efficient and accountable manner.

  • SCOPE OF WORK

The Project Coordinator will be required to provide the project management and technical assistance required in the preparation and implementation of the Project. In addition, the PC will be required to provide services in the coordination, management and supervision of all project activities of WARDIP in Liberia; in accordance with the Guidelines as described in the Project documents and Financing Agreement for the project.

General Responsibilities and Duties

  • Ensure that the preparation and implementation of project activities are consistent with the strategic and operational plans for increasing access to broadband and digital services in Liberia;
  • Ensure the effective and flexible coordination, management, and implementation of the project with the different Ministries, Departments, Agencies and consultants;
  • Liaise effectively with selected WARDIP SOP2 focal points, Project Steering Committee, and with all public and private stakeholders involved in the implementation of the project;
  • Ensure that project beneficiaries are well informed and involved in all project activities;
  • In cooperation with relevant Ministries, ensure effective administration and financing of the project.

More specifically, the Project Coordinator shall:

  • Coordinate with stakeholders in developing the project implementation manual (PIM) to provide guidance during the implementation of the project.
  • Provide technical assistance to Ministries, Departments, Agencies and stakeholders in the definition and implementation of project activities as required;
  • Jointly with the Procurement Team of the Project Implementation Unit (PIU), and stakeholders, plan procurement activities and update the Procurement Plan (in the agreed format for the Project), monitor the procurement process to ensure timely delivery, monitor and update performance indicators, and prepare and propose updates where necessary to the Project Operational Manual;
  • Jointly with the Financial Management Team of the PIU, prepare quarterly allocation request and annual budgets for proposed project activities in line with the Procurement Plan and Project Implementation Plan;
  • Ensure the timely and effective implementation of project components by working closely with stakeholders involved in specific project components and taking necessary action;
  • Facilitate the collection of background information for hiring engineering services where required for the preparation of preliminary designs, plans and specifications for works and estimates of cost;
  • Supervise consultants’ services, including the preparation of final designs, bill of quantities, bidding documents, plans and specifications for works and estimates of cost in sufficient detail to allow for consideration and approval of the suitability of such designs;
  • Work with the technical specialists of relevant agencies to coordinate inputs for preparation of tender documents for goods and works, in particular, the technical specifications section, and requests for proposals for consultants, in particular the Terms of Reference;
  • Participate in tender evaluations and consultant selections, when requested by the PIU, and assist in the preparation of evaluation reports including recommendations for awards, and in negotiating contracts;
  • Update the PIU on all technical aspects of the Project, as requested
  • Carry out independent supervision of all activities under the Project to ensure that they are executed within time, within the estimated budget and within acceptable standards.
  • Review all Bidding Documents against the Environmental Screening Forms, Environmental Safeguards, Social Safeguards and ensure that the relevant clauses are incorporated.
  • With support from the Environmental and Social Specialists, ensure that all Social and Environmental Safeguard issues are adhered to, in accordance with World Bank Safeguards policies during construction of works.
  • Inform the PIU ahead of time of any unexpected variations and provide rational for such variation.
  • Maintain integrity and confidentiality in the discharge of services and of all documents and information made available to him/her in the discharge of these services.
  • These services shall be executed to the best ability and in accordance with approved and recognized international code and ethics of the profession.
  • Ensure optimal cooperation of beneficiaries with regard to implementation of all components of the Project.
  • Ensure efficient, economic, and effective management of all aspects of the project including:
  • effective integration of Project processes (plan development and integration of various components of the Project,)
  • scope definition (planning, definition and verification of various services under the Project)
  • planning (activity sequencing, duration estimation, and schedule development and management)
  • cost and quality control (resource planning, cost estimating, budgeting, recording of actual costs and quality assurance and control)
  • human resource management (project organizational planning, staff acquisition, and team development for the PIU)
  • communications (ensure efficient communications planning, information distribution and administrative closure)
  • risk management (risk identification, analysis, response planning, and risk monitoring and control)
  • Ensure the efficient monitoring and evaluation (M & E) of the Project in accordance with the pre-defined M & E indicators;

The PC, who will work under the guidance of and report directly to the MoPT, will be monitored to ensure continuous commitment in meeting the objectives of the assignment as indicated above (Scope of Services). The following instruments will be used for monitoring purposes:

  • Efficiency and Quality of Reports
  • Timely Submission of Reports
  • Effectiveness of Advice given
  • Timely implementation of planned activities
  • QUALIFICATIONS AND EXPERIENCE
  • A Master’s Degree in Business Administration, Project Management, Management Information Systems, Computer Technology, or Engineering knowledge or related field.
  • Have a minimum of ten (10) years of experience including at least five (5) years of specific experience in the management, coordination and implementation of development projects or programs in the digital field.
  • Experience in management and administration of donor-funded projects or programs funded by International Financial Institutions such as The World Bank, African Development Bank, European Union, etc., preferably in ICT, will be an asset,
  • Experience / Knowledge of ICT used as a driver for economic development in other countries
  • Working Knowledge of the public and private sector; preferably, direct working experience with government or private sector or international organizations.
  • Sound working knowledge of the ICT Sector, with preference to national issues, stakeholders, initiatives and agenda.
  • Experience in preparing ICT technical specifications, request for proposals and terms of reference.
  • Experience in project supervision of suppliers, consultants and contractors.
  • Experience in recruiting, managing, motivating, and monitoring staff members and consultants.
  • Training and/or relevant experience in project monitoring and evaluation.
  • Strong leadership, interpersonal, management and organizational skills with a demonstrated record of successful leadership of multi-disciplinary teams.
  • Ability to communicate effectively in written and oral formats and to prepare reports.
  • A good knowledge of international funding agency procedures and reporting requirements. Knowledge of World Bank procurement guidelines;
  • Functionally computer literate, possessing operational skills in word-processing and spreadsheet application including software programmes such as Word, Excel, PowerPoint, Microsoft Project.
  • Appropriate involvement and/or experience in similar projects in developing countries including least developed countries is essential;
  • Ability to communicate accurate information concerning processes, policies and procedures to project stakeholders;
  • Ability to handle stakeholders tactfully, courteously, and diplomatically;
  • Must be of high integrity, transparent, and accountable;
  • Ability to establish and maintain effective working relationships with WARDIP SOP2 focal points, Project Steering Committee, Ministry of Finance and World Bank staff, vendors, private operators and the public.
  • Strong report writing and analytical skills, with a demonstrable record of delivery on time.

Fluency in the English language, ability to explain program issues clearly to partners, and experience in making presentations.

  • TERMS OF THE ASSIGNMENT

It is anticipated that the assignment will be for two (2) years, renewable for another two-(2) year term, with a subsequent one-year term (1), subject to approval, evaluation, successful appraisal and performance of services at the end of each term. Intermediary performance evaluations will be conducted on a bi-annual basis.

By accepting to take part in the invitation, the Consultant agrees to keep in confidence all information shared by the Liberian government authorities and the World Bank, whether written or oral, concerning the invitation and/or in relation to the government organizations’ business involved in this assignment which is not of public domain.
