        The goal of this project component is to achieve a safe and sustainable standard of adaptation of the VET schools in accordance with European standards and to enable the building to be able to provide an acceptable level of working conditions in the future through good maintenance.

        Adaptation of 9 vocational schools will take place in the following cities: Podgorica, Cetinje, Bar, Plav, Budva, Rozaje, Bijelo Polje and two VET schools in Berane.

        It is important to note that the schools are located all over Montenegro and that special attention will be paid to the organization of works as well as the set deadlines. It will be necessary to coordinate the dynamics of work with the smooth running of classes, the safety of users, weather conditions, especially in the north, as well as the tourist season in the south. The maximum duration of works is 12 months followed by 12 months of defect notification period.

        The schools are located throughout Montenegro and concern the following cities: Podgorica, Cetinje, Budva, Bar, and in the north of the country: Rozaje, Plav, Bijelo Polje and two schools in Berane,

      4. Description of the procurement:

        The purpose of this procurement process is the procurement of works related to the adaptation of nine VET schools in Montenegro.

        The Borrower (Montenegro, represented by the Minister of Finance on behalf of the Government as the representative of Montenegro) has applied for financing from the European Investment Bank in an amount equal to EUR 18.000.000, toward the Montenegro Education Programme. The Borrower intends to apply a portion of the funds to eligible payments under the contract(s) for which the Contract Notice is issued.

        Additional funding is provided by Western Balkans Investment framework.

        Based on the Cooperation agreement No. AA-010294-001 the Capital Projects Administration will act as the contracting authority while Ministry of Education, Science and Innovation of Montenegro is Promoter. The procurement method is: Open international procurement procedure.

        The procurement procedure will be carried out in line with EIB Guide to Procurement for projects financed by the EIB (GtP) Accessible at: https://www.eib.org/en/publications/guide-to-procurement.htm . Procurement of works is not divided into lots.

        Bid security shall be submitted in the amount of EUR 97.000.

        The bid price (excluding Contingency of 10% and VAT) must not exceed the estimated total value given in this Contract notice. The bid price (excluding Contingency of 10% and VAT) exceeding the total value stated in the Contract Notice (i.e EUR 4,850,354) will be rejected.

        Estimated price (excluding Contingency of 10% and VAT) is equal to EUR 4,850,354 and will be financed as follows:

        -Contribution from EIB loan fund is equal to EUR 2,484,162

        -Contribution from Montenegro fund is equal to EUR 1,423,757

        -Contribution from WBIF fund equal to EUR 942,435 is fixed and cannot be exceeded in particular taking into consideration if there will be a need to use Contingency of 10 %,

        The Bank shall not provide or otherwise make funds available, directly or indirectly, to or for the benefit of an individual or entity that is subject to financial sanctions imposed by the EU (Pursuant to Chapter 2 of Title V of the TEU and the objectives of the Common Foreign and Security Policy set out in Article 21 of the TEU and Article 215 of the TFEU.), either autonomously or pursuant to the financial sanctions decided by the United Nations Security Council on the basis of Article 41 of the UN Charter. In addition, individuals or firms may not be eligible to tender in application of Guide to Procurement for project financed by the EIB, section 1.4 on Ethical Conduct.

        The Tenderer is registered with the competent body responsible for registration of legal entities;At the latest on the Commencement Date, the Contractor will have to be accredited and registered in accordance with the relevant legislation of Montenegro

        The deadline for the execution of works is 12 months. Defect Notification period is 12 months. Performance guarantee shall be 10% of the amount of the contract price including any amounts stipulated in addenda to the contract.The amount of retention money on interim payments by way of guarantee that the Contractor’s obligations will be met during the defects’ liability period is ten per cent (10%) of each instalment. Lump-sum advance payment is possible in amount of 10% of the contract Price. Additional pre-financing (up to max 20% of the contract price) may be given for the purchase or order of materials, goods and other supplies/installations to be incorporated into permanent works as foreseen in the contract.
