Assignment Title: Trade Logistics Economic Feasibility Study for the trade route from Mille to Djibouti, Jigjiga to Djibouti and Jigjiga to Berbera ports

The Government of Ethiopia has received financing from the World Bank toward the cost of the De-risking, Inclusion and Value Enhancement of Pastoral Economies (DRIVE) project, and intends
to apply part of the proceeds for consulting services to enhance pastoralists’ access to financial services for drought risk mitigation, include them in value chains, and facilitate the
livestock trade in the Horn of Africa.
DRIVE project with the aim to guide the consulting firm to conduct a trade logistics economic feasibility study for the trade route to Djibouti and Berbera ports for improving efficiency of
the existing quarantine facilities to operate at their full capacity. Besides, the consultant will also conduct feasibility study and mapping of quarantine stations and collection centers based
on the potential source of live animals, transportation facilities, water and feed availability and of course preference of the destination markets or importing countries etc. to improve market
efficiency to link marketed animals to quarantines and abattoir facilities. Consultant specific tasks will include, but not limited to the following activities: -
Conduct economic feasibility study for the trade logistics along with the trade route to Djibouti and Berbera Ports.
Site selection for the construction of transfer stations (from truck/quarantine centers onto the Ethio-Djibouti train) or rest stops for the trade route from Mille to Djibouti port,
Jigjiga-Barbera port, and Jigjiga to Djibouti port.
Assessments of the established quarantine center(s) where appropriate site based on the potential source of live animal export, transportation access, cost efficiency etc.
Based on the outcome of the feasibility study, prepare detail design technical specification, bill of quantity and engineering cost estimate for the identified rest stops or transfer
station with respective required facilities.
Based on the outcome of the feasibility study, prepare technical specification, cost estimate and biding documents for train wagons that may be required for live animal export.
The Ministry of Agriculture now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants]
