         Δικαίωμα συμμετοχής στο διαγωνισμό έχουν, σύμφωνα με τις διατάξεις του άρθρου 20 (συμβάσεις ανατιθέμενες κατ’ αποκλειστικότητα –άρθρο 20 της Οδηγίας 2014/24/ΕΕ) του Ν. 4412/2016, έχουν κατ’ αποκλειστικότητα οι κάτωθι φορείς:

         (α) Κοινωνικοί Συνεταιρισμοί Περιορισμένης Ευθύνης του άρθρου 12 του ν. 2716/1999 (Α΄ 96),

         (β) Κοινωνικές Συνεταιριστικές Επιχειρήσεις (Κοιν.Σ.Επ.) του άρθρου 14 του ν. 4430/2016 (Α΄ 205) και

         β) κράτος-μέλος του Ευρωπαϊκού Οικονομικού Χώρου (Ε.Ο.Χ.),
