Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Due to the recent energy crisis, Cedefop adapted its strategy regarding the implementation of energy efficiency solutions. Specifically, projects such as the installation of photovoltaic panels, and electrical automated blinds adjusting to weather conditions, took priority and resulted in a faster consumption of the framework contract envelope.

The estimation of value is based on Cedefop experience for implementing previous similar projects and knowledge of the current market prices. It includes the cost for both i) the labour work and ii) the provision of machinery, auxiliary equipment, spare parts and materials according to paragraph 2.1.4.2.4 of the tender specifications.

The projects included in the estimation are the following:

• insulation of the back side of the building,

• installation of green roof at the 4th floor balcony,

• new heating cooling system (heat pumps),

• restaurant renovation,

• conference room revamp,

• various unforeseen projects,

• regular services (maintenance, operation and remedial).

The purpose of this negotiated procedure is to increase the overall ceiling of the FWC in order to ensure of maintenance and operation and special maintenance services for Cedefop services with the current contractor. Additional expenditure of EUR 437 500 corresponding to 50 % of the initial FWC value.
