Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below

Explanation:

Die Voraussetzungen für eine Direktvergabe liegen durch nachfolgende Alleinstellungsmerkmale

durch den Anbieter (evasys GmbH, Konrad-Zuse-Allee13, 21337 Lüneburg) vor:

- „Echte Hybridlösung“ (Papier-, Online- sowie kombinierte Hybridumfragen), mit der Möglichkeit Fragebögen zu scannen und mittels (ICR)-Handschriftenerkennung weiter zu verarbeiten

- Web Content Accessibility Guidelines (WCAG) zertifiziert (Barrierefreiheit)

- Zentrale AdminAdmin-Verwaltung mit jeweils zwei eigenständigen Admins pro Standort

(Benutzerverwaltung).

Andere bekannte Softwarelösungen konnten das aufgestellte Anforderungsprofil nicht erfüllen. Die LWL.IT führte diesbezüglich eine entsprechende „Nutzwertanalyse zur Auswahl eines Standard-Online-Umfragetools“ durch.

Aufbauend auf der durchgeführten „Nutzwertanalyse zur Auswahl eines Standard-Online-Umfragetools“ ist aus technischen Gründen kein Wettbewerb vorhanden. Entsprechend § 14 Abs. 4 Satz 2 VgV ist eine Direktvergabe folgerichtig.
