Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Der Bauablauf war bereits weit fortgeschritten und das ursprünglich beauftragte Unternehmen hatte bereits beträchtliche Arbeit in die vertraglich geschuldeten Bodenbelagsarbeiten investiert. Die Firma verfügte zusätzlich über umfangreiche Kenntnisse der komplexen Schnittstellenanforderungen. Ein Wechsel des Auftragnehmers hätte erhebliche Verzögerungen und Qualitätsprobleme bei der Schnittstellenintegration und zusätzliche Kosten für den öffentlichen Auftraggeber verursacht.
