Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Es ist erforderlich, für die 3. Änderungsplanung der 1 IBN des ESTW Köln die fachtechnische sowie die bautechnische Planprüfung durchzuführen. Der AN hat bereits Bau- und Sanierungsmaßnahmen der Oberleitungsanlage in Auftrag. Eine gesonderte Vergabe ist nicht wirtschaftlich und würde auch zu Zeitverzug und weiteren baulichen Schnittstellen führen, die die Gewährleistung gefährden. Bei Wechsel AN wären Gewährleistungsprobleme, Schadensersatzprobleme und Zeitverzug die Folge gewesen. Der Bauablaufplan wäre nicht mehr zu halten gewesen.
