Explanation:

Das Dokumentenmanagementsystem (DMS) d.velop documents (alter Name d.3) der Stadt

Osnabrück wurde seit Anfang 2019 durch die d.velop AG und codia Software GmbH als

Bietergemeinschaft betrieben. Der aktuelle Mittlerweile ist die codia Software GmbH Teil der

d.velop AG.

Das DMS ist an über 2.000 Arbeitsplätzen als digitale Akte für die Leistungserbringung der

städtischen Dienststellen unerlässlich und muss hochverfügbar bereitgestellt werden.

Der technische Betrieb, die Überwachung und die Störungsbeseitigung des DMS wurde in den letzten

Jahren immer weiter optimiert und läuft höchst zufriedenstellend. Der Ansatz den Betrieb des DMS

in eine Hand zu verlagern hat sich sehr positiv auf die Verfügbarkeit ausgewirkt. Eine Aufteilung des

Betriebs auf verschiedene Vertragspartner hinsichtlich der Systeminfrastruktur, des Backend-

Management und des Anwendungssupports wie vor 2019 würde als deutlicher Rückschritt gesehen.

Hinsichtlich der gestellten Anforderungen und insbesondere in Bezug auf die direkte

Störungsbeseitigung an der Software kommt entsprechend VgV §14 (4) 2. b) nur der Hersteller die

d.velop AG als Hauptauftragnehmer in Betracht. Der Betrieb soll mit neuer Systeminfrastruktur

(Austausch der Server- u. Infrastrukturkomponenten) in den nächsten 5 Jahren fortgeführt werden.

Es wurde auch ein Alternativszenario geprüft, in dem der Betrieb der Systeminfrastruktur in einer

Cloudinfrastruktur bei der Telekom AG gewährleistet wird. Dieses Szenario wurde im Rahmen einer

Testphase und nach einer IT-Risikoanalyse verworfen.

Im Gesamtpaket wird der Betrieb der Server, der Systemsoftware, und der Betrieb und Support der

DMS-Lösung aus einer Hand bereitgestellt, damit die hohe Verfügbarkeit gewährleistet werden kann.

Inbegriffen ist ein 24/7 Support für das System, sowie eine redundante Datenhaltung an zwei

Standorten und ein zusätzliches Backupsystem. Zum einen im Rechenzentrum der Stadt Osnabrück

(Turmstraße), sowie im Rechenzentrum der ITEBO GmbH. Zur Senkung des Ausfallrisikos und

Steigerung der Systemperformance finden täglich proaktive Analysen des Systemzustandes statt und

die einzusetzende Hardware entspricht neuesten Standards.

Ebenfalls ist eine Pauschale für die ständige Systemaktualisierung des DMS, wie auch der einzelnen

implementierten Schnittstellenlösungen inbegriffen.
