Im Rahmen der ausgeschriebenen Projektträgerschaft "Digital Jetzt - Investitionsförderung für KMU" sind zwei Modulbereiche zu betreuen. Modul 1 umfasst die Förderung von Investitionen in konkret zu benennende digitale Technologien (i. d. R. Drittleistungen) und damit verbundene Prozesse und Implementierungen. Modul 2 umfasst die Förderung von Investitionen in Qualifizierungsmaßnahmen für die Mitarbeiter des geförderten Unternehmens im Umgang mit digitalen Technologien.

Die Projektträgerschaft dient zur Unterstützung der kleinen und mittleren Unternehmen der gewerblichen Wirtschaft und des Handwerks sowie von freien Berufen bei der Digitalisierung ihrer Geschäftsprozesse und dem wachsenden Online-Vertrieb sowie der Erhöhung des Sicherheitsbedarf bei steigender digitaler Vernetzung.

Es handelt sich um eine Aufstockung des Leistungsumfangs durch Erhöhung des Fördervolumens. Der Wert der Auftragsänderung beträgt 4.546.886,51 EUR ohne MwSt..

VII.2.2)Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Im Jahr 2021 wurden die Fördermittel durch KoPa Nr. 42 deutlich aufgestockt. Dadurch hat sich die Anzahl der durch den Auftragnehmer zu administrierenden Förderanträge nahezu verdoppelt. Die Mittelaufstockung war zum Zeitpunkt der Ausschreibung nicht vorhersehbar. Sie lag nicht in der Einflusssphäre des BMWK, sondern wurde durch die neue Bundesregierung beschlossen (externe Umstände). Hinzu kommt, dass die Umsetzungsdauer der zu fördernden Projekte krisenbedingt deutlich länger ist, als zum Zeitpunkt der Ausschreibung angenommen. Dadurch kommt es zu einer Verzögerung bei der Bearbeitung der Anträge, so dass der Auftragszeitraum über das eigentliche Vertragsende hinaus verlängert werden musste. Dies war zum Zeitpunkt der Ausschreibung ebenfalls nicht vorhersehbar.
