         Gegenstand der Vergabe ist die flächendeckende Errichtung von Einheitlichen Ansprechstellen für Arbeitgeber gemäß § 185a SGB IX in Verbindung mit §§ 14 Abs. 1 Nr. 2, 27a Abs. 2, 36 Satz 1 Schwerbehinderten-Ausgleichsabgabeverordnung (SchwbAV). Die Integraionsämter führen ab dem 01.01.2022 nicht mehr 20 sondern 18 von Hundert ihres Aufkommens an Ausgleichsabgabe an den Ausgleichsfonds ab. Die verbleibenden 2 von Hundert stehen dem jeweiligen Integrationsamt für die Finanzierung der EAA zur Verfügung. Die Einheitlichen Ansprechstellen für Arbeitgeber informieren, beraten und unterstützen Arbeitgeber bei der Ausbildung, Einstellung und Beschäftigung von schwerbehinderten Menschen.

         Sie haben die Aufgabe, Arbeitgeber anzusprechen und diese für die Ausbildung, Einstellung und Beschäftigung von schwerbehinderten Menschen zu sensibilisieren, Arbeitgebern als trägerunabhängiger Lotse bei Fragen zur Ausbildung, Einstellung, Berufsbegleitung und Beschäftigungssicherung von schwerbehinderten Menschen zur Verfügung zu stehen und Arbeitgeber bei der Stellung von Anträgen bei den zuständigen Leistungsträgern zu unterstützen (§ 185a Abs. 2 Satz 2 SGB IX).

         Die Einheitlichen Ansprechstellen für Arbeitgeber sollen für Arbeitgeber schnell zu erreichen sein, über fachlich qualifiziertes Personal das mit den Regelungen zur Teilhabe schwerbehinderter Menschen sowie der Beratung von Arbeitgebern und ihren Bedürfnissen vertraut ist verfügen sowie in der Region gut vernetzt sein (§ 185a Abs. 4 Nr. 3 SGB IX).

         Der Bieter verfügt über die notwendige Leistungsfähigkeit, wenn er über das für die frist- und fachgerechte Auftragsausführung erforderliche Personal und technischen Geräte verfügt sowie in der Lage ist, seine Verbindlichkeiten zu erfüllen. Diesbezüglich wird vom Bieter erwartet, dass folgende Unterlagen mit Abgabe des Angebotes eingereicht werden:

         - Erklärung gemäß § 47 VgV (Anlage 3)

         - Verzeichnis der Unterauftragnehmer (Anlage 4),

         - Erklärung der Bietergemeinschaften (Anlage 5),

         - Nachweis zur finanziellen/wirtschaftlichen Leistungsfähigkeit des Bieters, den Mitgliedern der Bietergemeinschaft und der Nachunternehmer (z. B. Bankerklärung),

         - Aktueller Auszug aus dem Handelsregister/Vereinsregister oder vergleichbare Nachweise

         Die erforderliche Fachkunde eines Bieters liegt vor, wenn er Kenntnisse, Erfahrungen und Fertigkeiten besitzt, die eine fach- und fristgerechte Ausführung der zu vergebenden Leistung bietet. Die EAA sollen über fachlich qualifiziertes Personal verfügen, das mit den Regelungen zur Teilhabe schwerbehinderter Menschen sowie der Beratung von Arbeitgebern und ihren Bedürfnissen vertraut ist (§ 185a Abs. 4 Nr. 2 SGB IX).

         Geprüft wird die Fachkunde bzw. technische und fachliche Leistungsfähigkeit anhand folgender vom Bieter vorzulegenden Unterlagen:

         - Erklärung zur Berufserfahrung und Angabe der Qualifikationen des Geschäftsführers bei juristischen Personen,

         - Angaben zum Unternehmen (Organigramm, Anzahl Beschäftigte)
