Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Aus den unter VII.2.2) angegebenen Gründen ergibt sich ein Mehrbedarf. Daher wird die ursprüngliche Auftragsmenge / Höchstmenge um 50 % von 3.520 Personentagen auf 5.280 Personentage aufgestockt. Der ursprüngliche Auftragswert erhöht sich durch die Änderung ebenfalls um 50 %.

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Durch den russischen Angriffskrieg auf die Ukraine hat sich das Arbeitsaufkommen im IT-Netzbetrieb aufgrund von erweiterten Sicherheitsbetrachtungen und -bedürfnissen wesentlich erhöht. Hierzu gehört u.a. der Schutz vor verstärkt auftretenden Cyberangriffen auf die IT-Infrastruktur des Bundes. Ebenso führte die Coronapandemie und die damit verbundene Forcierung des mobilen Arbeitens zu zusätzlichen Arbeitsaufwänden im IT-Netzbetrieb, da die IT-Netzinfrastruktur erweitert werden musste, um die gestiegene VPN-Nutzung mit einer entsprechend höheren Bandbreitennutzung zu bewältigen. Das höhere Arbeitsaufkommen führte unweigerlich zu einer höheren Auslastung der Rahmenvereinbarung. Zum Zeitpunkt der Auftragsbekanntmachung war der russische Angriffskrieg auf die Ukraine und die damit verbundenen Mehraufwände nicht vorhersehbar. Ebenso war zu diesem Zeitpunkt nicht der weitere Verlauf der Coronapandemie und die hiermit verbundenen Auswirkungen auf den IT-Netzbetrieb des ITZBund vorhersehbar.
