Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

NT1: Zum Zeitpunkt der Auftragserteilung war davon auszugehen, dass die Ausschreibungsinhalte und -mengen auskömmlich ermittelt waren; das Ausschreibungs-LV basierte auf der vorgesehenen Sicherungsplanung und der Bauablaufplan des AN Bau war konsistent. Aufgrund eines durch das Eisenbahnbundesamt angewiesenen Baustopps musste eine neue Sicherungsplanung erstellt werden, des Weiteren verlängern sich die Ausführungszeiten hierdurch deutlich, da ein neuer Bauablaufplan durch den AN Bau erstellt werden musste. Die ausgeschriebenen Sicherungsleistungen bleiben in gleicher Form bestehen, diese müssen jedoch örtlich und projektierungstechnisch angepasst werden, des Weiteren sind diese deutlich länger als geplant vorzuhalten bzw zu betreiben. Der Gesamtcharakter bleibt unverändert, es handelt sich i.W. um Mengenmehrungen.
