Die Durchführung des Vergabeverfahrens erfolgt als Verhandlungsverfahren ohne Teilnahmewettbewerb gemäß§ 14 Absatz (4) Nr. 2 lit. c VgV.

Der Vertrieb der zu vergebenden Leistungen erfolgt ausschließlich durch den Hersteller bzw. Rechtinhaber an den zu überlassenden und pflegenden Lizenzen. In diesem Fall behält sich der Hersteller das exklusive Vertriebsrecht selbst vor.
