Anforderungskatalog der WLAN-Infrastruktur für Kliniken des Bezirk Oberbayern (kbo) im Rahmen des Krankenhauszukunftsgesetz (KHZG)

Folgende Leistungen sind im Zuge der Ausschreibung zu erfüllen:

Lieferung von rund 1200 Accesspoints inkl. Lizenzen, 5 Jahre Herstellerservice

Lieferung von vollständigem Montagezubehör für Decken, Wand und Zwischendeckenmontage

Erstellen einer Ausleuchtungsplanung inkl. Ortsbegehung anhand von Lageplänen und Messpunkten für jedes Gebäude

Lieferung und Installation der benötigten Patchkabel

Koordination der Portbeschaltung mit dem Netzwerkteam der ITBO

Montage und Herstellen der Betriebsbereitschaft der Accesspoints vor Ort

Patchen der Accesspoints an bestehenden Dosen und im Verteilerraum

Integration der Accesspoints in die Extreme Cloud anhand der Seriennummern

Dokumentation der AP-Standorte in geeignetem Format und Tool nach Vorgaben des Auftraggebers

Ausleuchtungsmessung und Nachweis der geplanten Umsetzung

Es sollen mindestens 22 kbo-Standorte mit ca. 55 Gebäuden WLAN ausgestattet werden, dabei handelt es sich um ca.1200 Access Points. Die Standorte sind hierbei über den ganzen Regierungsbezirk Oberbayern verteilt. Die bestehende Infrastruktur mit seinen installierten Produkten soll beibehalten werden, um vorhandene und langjährig aufgebaute Kompetenzen weiter zu nutzen und das vorgesehene Cloud-Management-System betreiben zu können. Diese Bedingung liegt den folgenden Anforderungen zugrunde. Die vorhandenen Switche sind von den Herstellern Avaya, eXtreme Networks und Nortel. Die Switche verfügen über PoE Ports, um die Accesspoints mit Strom zu versorgen. Die zu liefernden Accesspoints müssen mit der Extreme Cloud kompatibel sein, um sie in die bestehende technische Umgebung zu integrieren.

Der Antrag ist zulässig solange die Vergabestelle noch keinen wirksamen Zuschlag erteilt hat. Ein wirksamer Zuschlag kann erst erteilt werden, nachdem die Vergabestelle die unterlegenen Bieter über die beabsichtigte Zuschlagserteilung mit den nach § 134 GWB erforderlichen Angaben informiert hat und 15 Kalendertage bzw. bei der Versendung der Information per Fax oder auf elektronischem Weg 10 Kalendertage vergangen sind (§§ 134, 135 GWB). Ein Nachprüfungsantrag ist unzulässig, wenn der Antragsteller die geltend gemachten Verstöße gegen Vergabevorschriften bereits vor Einreichen des Nachprüfungsantrages erkannt und gegenüber der Vergabestelle nicht innerhalb einer Frist von 10 Kalendertagen gerügt hat bzw. wenn der Antragsteller Vergabeverstöße, die bereits aufgrund der Bekanntmachung oder den Vergabeunterlagen erkennbar waren, nicht spätestens bis zum Ablauf der in der Bekanntmachung benannten Frist zur Angebotsabgabe gerügt hat. Ferner ist ein Nachprüfungsantrag unzulässig, wenn mehr als 15 Kalendertage nach Eingang der Mitteilung des Auftraggebers, einer Rüge nicht abhelfen zu wollen, vergangen sind (§ 160 Abs. 3 GWB).
